Recently, I saw the phrase "jaga thread" being used by some members. I found it interesting.
Does it mean that it is the responsibility of the thread starter to moderate & keep the thread going?

Other than moderating for censorship, a mod's job includes spicing up a thread if it is getting quiet. But I can see that many threads is slowly dying. As for the owner of the thread, he/she might not want any side track.

I think that should be some sense of responsibility on the part of the thread starter....and not so much on the persons which the thread maybe be about.
Now, VC...go and jaga all your threads........ :p

SJ, side track a bit is acceptable in my opinion. Starter of the thread should be a little bit relax about it. It is to keep thread interesting.
It is not easy to keep a thread alive & interesting.

I don't even know if the rule is in existence or not
Nope. There is no rule to state that thread starters should jaga their own threads.
From a personal perspective as a mod, every member is free to start threads (but tow the line). Having said that, if someone start threads on a rampage like Australian/Carlifornian bush fires, I will not hesitate to close the threads and impose a temporary ban on the member until we sort things out. So far, we have very nice members here and I hope it stays that way.
In the event that the thread starts to die off, there is not much anyone can do about it, simply because members have either lose interest or no more ideas to contribute. This is natural phenomenon in forums.
During our free volunteered time, mods and admins will painstakingly seek out these "old and dead" threads to close them. You might notice us doing this is you have participated actively in this forum. We do have a rule pertaining to old threads that is "Don't dig/revive old threads".
In order to make my tasks easier, I would appreciate if thread starters can simply request for a thread to be closed once the thread has reached it's objective. An example would be siewjang/SJ/Hijack Queen/HQ (check the Members Exchange forum) where she basically summarised the thread and requested to close.

Full moon, means all the wolfies come out to find chicks for snack kua
Aiseh, i tot what happen here. Jaga Thread? I tot it was threads about Jaga (Security Guards)
So no rules for starting thread? Any options to make the thread close automatically after no activities for a period of time? Let the program do the trick lah. ;)
Poor mods working like robot and suffering from abnormal social life if kena jaga 24-7 the threads
